1.      RULES:

1.1.      The regatta will be governed by the Racing Rules of Sailing, the prescriptions of US SAILING, the ISSA Procedural Rules, the SEISA District Rules, this Notice of Race, and the Sailing Instructions.

1.2.      RRS Appendix P is in effect modified per ISSA Procedural Rule 14(c).

1.3.      The Organizing Authority (OA) is SEISA, in conjunction with host Southern Yacht Club & The Allstate Sugar Bowl Regatta Committee.

1.4.      ELIGIBILITY: Competing schools must be members of ISSA and meet ISSA eligibility rules as prescribed in the Procedural Rules. All schools must be active ISSA members. All competitors must be full time students, in the 9th grade or higher of the school they represent. 8th grade sailors will be allowed to sail if they are registered with a school through ISSA, but if they participate, the team will not be eligible for an overall trophy.

1.5        Teams must be accompanied by a designated adult team leader, who may be an advisor, coach or parent recognized by the school.  A Minimum of 4 sailors and maximum of 8 sailors per team.


2.1.      2.1. Eligible schools MUST indicate their intention to participate by November 30, 2017. Notification needs to be sent to SBRegatta1@gmail.com. Entry form, parental consent forms, medical release forms and a check for the boat damage deposit need to be presented at registration. One envelope per team.

2.2.      Teams who are registered, but are unable to compete MUST notify the regatta chairperson as soon as possible.

3.           ENTRY FEE:  There is no entry fee.

3.1     Lunches will be provided for competitors, coach and chaperone.

4.           DAMAGE DEPOSIT:

4.1.      A damage deposit of $100 must be submitted with each entry. This is refundable if the boat and gear are returned undamaged. In the event damage cannot be attributed to a particular team, the repair costs will be divided evenly amongst all the competing teams.

4.2.      Make checks payable to:  Sugar Bowl.

5.           Sailing Instructions / Official Notice Board:

5.1.      The Sailing Instructions will be made available prior to the Skipper’s Meeting.  The Official Notice Board is located at SYC on the second floor in or near the Grill area.

6.           BOATS: 420

6.1.      Competitors may bring telltales for sails, bailers and an elastic cord to tie up the hiking strap.

6.2.      Competitors shall bring refillable water bottles.

Sunday, December 3, 2017
0830         Rigging of boats
1000         First warning.  Racing throughout the day.  Lunch on the water.
1500         FIRM – No race will start after 1500
Trophy presentation – As soon as possible after racing at SYC.

7.1.      Changes to the schedule will be posted on the official notice board located in the SYC Grill.

8.           RACING AREA:

8.1.      All races will be sailed in the south shore of Lake Pontchartrain – NOAA Chart 11369

9.           Divisions

9.1      The format will be an A/B Division.

9.2      Rotations will occur after each team sails two races in a boat.

10.       COURSES:

10.1.   Based on conditions, the Race Committee will determine the courses as prescribed in ISSA PR 7.7.

11.       SCORING:

11.1   The regatta will be scored in accordance with ISSA Procedural Rules; no score will be excluded.

12.       HOUSING:

12.1   Housing will not be provided.  Close hotels are: Sheraton – Metairie (504) 837-6707

13.       COACHING:

13.1         A competitor may receive coaching, assistance, equipment or sustenance ONLY while on shore or on the dock. When boats do not return to the dock after each race, the Race Committee may designate an area where all of the above may take place, provided at least one coach from each team has equal access to the area, which may be a boat or float. Team leaders, chaperones, coaches, parents, advisors and other support personnel shall NOT go afloat in the sailing area from (reporting Saturday registration to end of sailing Sunday) unless explicitly permitted by the regatta chairperson. The penalty for failing to comply with this requirement may be the disqualification of all boats, competitors and teams associated with the infringing support personnel.

14         PRIZES:

14.1    Overall 1st, 2nd & 3rd place trophies will be awarded. Trophies will be awarded at SYC after the last race and protest hearings, if any.


15.1    15.1 No contestant shall use, either on or off the water, marijuana or any other controlled substance, as defined in 21 U.S. Code 802, the possession of which is unlawful under U.S. Code 841, or alcoholic beverages (distilled spirits, wine, and beer, each as defined in Chapter 51of the U.S. Internal Revenue Code and intended for beverage use). An alleged breach of this procedural rule shall not be grounds for a protest. However, when a report is received from any source, alleging such a breach a protest committee consisting of the regatta chairperson, a member of the ISSA Board of Directors, and the chairperson of the protest committee, shall follow the process described in RRS 69.1(b). If a hearing under RRS 69 is held, a competitor found to have breached this procedural rule shall be excluded from the remaining races of the series and, where practical, be removed from the regatta venues and sent home. Additional penalties consistent with RRS 69.2 may be imposed on the competitor or the competitor’s team. This regulation is in effect during the entire event from the date and time of arrival through the date and time of departure from the regatta site.


16.1    By participating in this event, competitors automatically grant to the Organizing Authority and the event sponsors the right, in perpetuity, to make, use and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.


17.1    Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race.

17.2    17.2 The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law.
